not enough players to support 3 different game modes. I think the peak since launch was 3k.
plus there's a lot of people running duos in trios. you can also fill to add a 3rd.

Some people don't want to find a third? and just want to play with their friend who also has the game. Also filling a 3rd is 9 times out of 10 worse than just running 2. They will run off and not do anything, or loot everything while you and your duo buddy kill everything. or they'll actively grief you by getting you killed with rogue aggro dropping just so they can take your stuff. Fill is an awful solution to 2 people wanting to play the game.

that's a fair point, but i think that having to run duos in trips or filling is better than having to wait 5-10m for a game to potentially come up.
you can also use LFG in the discord to find a good 3rd. you'll definitely get a better 3rd here than on fill
