1. if ur using forge on the client side, the server MUST be forge as well.
2. try changing the port from the defaul 24454 that svc provides to ur servers port (that feather provides) (Example: <IP>.feathermc.gg:<port>)

Why would you need to run your server on java 19?

Java 17 is more stable

To my knowledge, you can't change the java version past java 17. The only available options we have are 17, 11, and 8. If its anything that is above 1.16, I would recommend java 17.
