Edit your current skin in the Minecraft launcher and then select the cape in the capes section, then try making sure you don’t have any other cape mods on, also make sure you have “capes” turned on in skin customization. Tell me if this works

It's over a certain render distance that it will start to load different skys, especially when you use NostalgicTweaks on versions above 1.14+ (I could be wrong). It used to be like that for me

It must be your processor that's the issue, sometimes the Web Helper for Feather's mod menu is CPU dependent because it is run on the actual Java Client
