No, the servers are stored local (on your pc) but you can host a server on one computer and join on the other and make that account OP. The command for that is: /op [player name].

in your server folder, there is a file called server.properties, open it with your favourite text editor (default installed is Notepad), and one of the lines should contain something simular to "render distance", after the equals symbol, replace 5 (should be 5 by default) with your choice (the higher the more system performance it uses meaning a: slower server and b: your pc become slow)
