Why doesn't Hercules' force ability work like Circe's? I often see Hercules' force ability fail, but Circe's always works, even against active dodge or active block. Is this a bug or are the developers inconsistent in this rule? Please respond to this

If all abilities are undodgeable, it will be boring and dodge would become irrelevant (and accuracy to an extent)
I think Circe has been designed to counter div2 New Moon and Hestia, she does that very well.
I think there is a bug though, her ult prevents Death Weaver and Iset Ankh to trigger

I do not think this is a bug, they are not very consistent when it comes to spell description but taunts are dodgeable. YSS and Artio are the also in this case.
This is probably the way this ability has been designed but the wording is not very smart, I admit
