If you could select a colour and then apply it to existing wires easily, it would make it much easier to recolour and organise.

You can use CTRL-F to colour an existing wire segment, or CTRL-E to colour all connected segments. CTRL-R is a colour picker. Also available are colour hotkeys 1-9.

Colours are unlocked fairly early in the campaign - not sure where you are atm.

I'm pretty sure colors are just always available unless something's been changed fairly recently
