In any case, try number 3. AI infantry doesn't register you releasing Direct Control when they are in the Dropship. That's why they won't shoot after being released from the ship

ok. I have a hypothesis

So we get infantry into the Dropship by using Direct Command. We then terminate Direct Command while the infantry are inside the Dropship.

We then fly the Dropship by giving it a simple move order.

Now we offload the infantry by giving the "Deploy Infantry" order.

So the problem could be that by terminating Direct Command while infantry are in the Dropship something doesn't compute on the game's end. So when you deploy the infantry they can take move orders but won't attack cause that thing failed to compute.
