I was in-game and spotted a Passenger Cart, I was trying to despawn it but couldn't enter the driver seat.

I have experienced this before, it happens when someone is already sitting in one of the passenger seats and then tries to click the GUI to sit in the driver seat but instead stands up and the GUI thinks they are sitting in the driver seat.
