I am very sorry that no one was able to answer you earlier, I for myself was sleeping at the time you posted this, but I will answer your question now anyways.
**1) ** If absolutely no one is at the front of the airport, not even a President+, and you just see the message on top of the screen, what could be the case
is, that the message was from a shift earlier that day and didn't get resetet yet.
2) It also might have been the case, that the shift already started when you joined it, although that is unlikely cause according to the shift-logs, there
were no shifts at the time you posted this, so I think my first theory makes more sense.
Was a shift announced in #825044957328572426 when you joined the server? If not, then I think 1) is a good explanation.

Keep in mind one last thing, only staff members (Airport Staff, Airport Security, Ground Crew, Flight Attendant + any higher ) are allowed to help in a shift.
