Playground expanded off the back of their success, and I guess as part of their relationship with Microsoft it was one property they were interested in reviving. Dunno if they were asked to do it, or if they asked to do it.
I'll ask my friend next time I see him, but he might not know: he transfered from the Forza team about a year before the game was announced, but it had already been in development for at least a year by that point.
