i need to restart or like just play?

Dungeon scaling will not reset, even if you sell the level 100 dragon, so your options are:
- start a new game
- level up at least 2 dragons so you have a team of 3 - you can use the level 100 you bought plus hiring where needed to clear the Normal and Heroic campaign maps up to the last island on each map (you can't hire dragons for the final islands). The farther you are on the maps, preferably with 3 stars, the more food and gold you get from side quests
- purchase 2 more level 100 dragons. Not ideal, but a little faster than leveling up

There is no best option. All 3 will take time and patience but if you haven't invested much time or money in your current game and don't mind starting over, I'd probably recommend starting a new game
