Third element: reach level 30 and spend 99 gems.

What Amaterasu said. The level is for the dragon, not the player, and the cost is the same for all 4 dragon types

When you buy the dragon and it's level 100, won't the element automatically be unlocked?

I don't believe so as you can level a dragon up to 100 without unlocking the other elements

Buying a pre-leveled dragon isn't a good idea anyway. It seriously unbalances any team and causes long term problems
