Is it normal that everyone have different ingame offers? Because i only got like 3, and my friends all got like 10 or more. They also got the Easter Offers and sales. I only got some random 1 Dollar offers.

Yes. Offers can be different based on region, player level, or whatever subset of players the devs decide on.
Most typical difference is between first-time purchasers and everyone else. Once a purchase is made, they'll never see those particular offers again
Oh, and make sure you're all looking at the same tab in the shop
