Clan chat is ... a mess.
Try tapping in the box at the bottom to see if it becomes active (the box will change from the first image below to the second image), then type. You may have to do this a couple of times before it sticks, then hope it will go through. If your clan has a Discord server, it's better to use that
If you still can't type, your game may not consider you old enough to access that feature. If you believe you are old enough, you'll need to contact #customer-care message and request an age fix
