Lowered chances for divine pieces?

Well, it is said that it should be 51 pieces in 100 chests, but I got 28 from 205 chests, also my friends complained about divine pieces drop (and they also got lower than that average) and I heard that many players complained on it too, so I thought the chance are lower than they should be, according to the average 51. Will it be fixed or we all are just unlucky?
