IORS is a maritime monitoring and research station located near South Korean and Chinese waters.
In-game it could be located near Horomoto or Jepo, being accessible by helicopters and VTOLS for charter and cargo. Additionally it could have special job events for transporting scientists (charter) or maintenance (cargo) for increased payment.
The reason I suggested this along with Rock Wolf is to have more variety on seas as most of the destinations are oil rigs.

We absolutely need non-oil rig heliports in regions that dont have anything, and Kyokkou certainly has zero of those (i dont count the tower in udyana)

Fort Drum (USS No-Go) is already in-game, it's near one of the kyokkou islands
It's not a heliport, it is purely decorative
But it does exist
