Low level fog looks awesome and it would add some flavor to weather mechanic. This would be a localized weather phenomenon that doesn't require a storm. In San Francisco this sort of fog is quite frequent with the foggiest months being June through August. It would be up to the devs where this would form or how it would form.

surely we can just have low altitude clouds instead of the particle fog thingies that seraphim has

Flatter 3D clouds that do not move with perspective would do the trick perhaps?
