As far as I'm aware roblox has a way to find a players region and report it back to the server, based on this you could pick a country(or if you get the exact country) and make the callsign with that country code(roblox bans vpns I think too)
Just thought this may make new players stay becuase they have a callsign from thier country

they then get a randomized callsign for that country that they cannot re-roll

Yeah servers with active atc are real boring becuase no one has unique callsigns, simply letting the player not having an American callsign would be great
A menu when you complete the tutorial could say something like this(I'll make a concept soon)

((dropdown or separate menu button that shows all the countries ingame) placeholder text) pick a country
(Button)Randomize country(this would change it to a random country from the available ones)

Something like this would be easy to understand for new players
Allowing them to find a callsign they like at no cost
Although this may cause a issue with current players reseting data to get a callsign they like, so I recommend limiting it to 5 uses
And letting the player pick from the 5 randomly generated ones

also have the starting one be a one time spin, then you're stuck with that (can change the country after, but if you go back to one you already spun once it just gives you the same one)
e.g. I spin for Australia and get VH-ABC, switch to US get N12AB, switch back to Australia and still have VH-ABC

The system is meant to benefit new players
Allowing them to redeem at any point basically defeats the purpose of this
Callsign changing is buried in the menus too so new players won't be able to find it

In theory, people usually connect to the servers with least ping(if they are smart) you could set it by default to the servers country

if the server memory is really high i don’t join, and sometimes i intentionally join the really big servers
