In the 40's and 50's, the Russians were able to make small helicopters using motorcycle engines. But in early 70's, Kamov was tasked to make a helicopter that can be launched from a submarine torpedo tube (533mm). So, they created this.

either that or they launch it and then put it on top of the deck of the submarine
