Make the weather baloon go faster and climb faster

Hear me out. I know nobody likes me here but oh well cry about it. The weather balloon is an airship and it has a high service ceiling. But the bad thing is is that it barely moves a bit in a small wind and takes five revolutions of the Milky Way galaxy to climb high enough where it goes too slow to go into the wind. Changing the top speed to 60-70 mph will let it go into wind and making the stall speed lower will let it climb faster. Although it is a meme vehicle it could be used to grind UP.
