There is this known issue that when the dealership refreshes between the moment you open it and the moment you buy something, you end up spending UP/BP for the vehicle even though it was visually available. Likewise, picking a job while the jobs refresh can give you a different job, which might mess up your job chain if you are chaining.
To help combat this issue, a message could be issued in chat 1 minute (or 30 seconds) before the refresh.
