claim flags are a thing actually 🙂
however, for user-friendliness I simplify this to "operation groups" which you can make
there is an admin command to fine-tune flags if you must

flags are per-claim yes, there's also flags for the wilderness
for simplicity though, since flags are complex and ugly for users to understand, I let you define operation groups
which are groups of flags to apply at once
trust levels also grant groups of flags
the system is oriented around them. flag commands are what sets the default (global) flags. you can separately trust "public" in claims to grant them flags based on their trust level
