A player with this modifier will be able to kill. Only non-killing roles can have this modifier. I now that this sounds very OP, but its still your mod, so ill let you decide.

This could kinda fall into the same category as "no neutral killer"
Because it either makes a neutral killer, or a second sheriff.

You could make it so this Modifier just non-killing role can just kill only 1 player. and after that the player will lose that modifier. y'know make it more balanced. Some Neutrals can have the modifier but not all, like Jester can not get it cause it will help the Jester get voted out, Neutrals that is an killing role won't have as well, like Jackle/Sidekick they have there own kill button, Arsonist can't get it cause Arsonist can only kill when everyone is doused, and some other Neutrals that have there own way of killing. If you still don't want any Neutral killer just reject the Modifier to the Neutrals. Some more reasonable thing can be Crewmate Lover can't kill each other, Nice Guesser can't kill normally cause they can already kill Imposters/Neutrals from meetings, is either that or add an Crewmate role that can only kill 1 player! Thoughts about the balanced reasons?

Yeah, that would be more balanced, or u could make the kill cooldown very long

three minutes cooldown that don´t get turned down because of meetings

You're making it more complicated by excluding more and more things, but a limitation of only 1 kill sounds more reasonable. But the decision lies with the Team.
