basically, that kind of faded glow around this specific peepo emote is done with 3 layers.

it all depends on your own artistic creativity and tweaking, but here specifically i have 2 outlines with blurring and layer mode set to normal. then above that, a copy of one of the blurred outlines, with layer mode set to linear. this mode makes it super bright and can look bad when opacity is cranked up, which is why i have it set pretty low. it adds a harsh brightness, but i only have it turned up just enough to give it some soft brighter light around the edges. i also apply a similar effect to the heart and eyes. NM_peepoNerd at least, this is kinda what i usually do for glowy stuff

btw, I've tried use GIMP (which is kinda "simplified" ver. of Ps and should be easy/fast to use), but after U got used to Ps environment it's rly easier to use it rather than switch progs
