I dont have the option on "Add To" to add an emote to my stream, I'm logged in with the channel that is streaming, I have created a emote folder and added some there, and still nothing works.

You need enable the set first before the emotes will show in your chat, so can do so here at the top left by clicking "Active Set" and selecting your emote set
