Is this possible yet? I know streaming only to twitch makes it super simple but I can't seem to find a reliable and new question to this being answered.

If you want 7tv emotes implemented to restreamio obs chat then you have to ask them about it
But I suspect restreamio obs is a fork of obs, and obs supports frankerfacez where you can enable 7tv emotes addon

I'm using regular OBS - logged in with restream to allow for multi stream. Though when doing that you don't have that check box when logging into restream to integrate bttv and frankerfacez which is the 7tv ability.
Was wondering if there was a workaround since it's not officially supported it seems

OBS needs to implement that on their side, I don't think there's any alternative for chat supporting multiple platforms
