I tried uploading a new emote a few weeks ago, but it got deleted twice, so I gave up, thinking it was just a temporary bug. However, today I uploaded another emote, and it also got deleted twice.

You're not shadowbanned - I was the one deleting the emotes, due to it's being a Twitch sub emote, as above mentioned.
We usually do not approve Twitch emotes.

Oh, I didn’t know that. Still, I find it a bit strange to lock emotes behind a paywall, especially when the streamer doesn’t even own the rights to it.

DansGame was a delete, and the other emote is basically from a clip - that's why I've said "usually".
Rules are rules - we have to comply with Twitch rules.
