tbh I don't even know if webm is still supported. Can you try converting it to webp instead?
Talk to me like a 5 year old. Isn't webp image format? When i try to convert it using an online converter it just outputs multiple images, How do I upload that?
I tried going through the animated emote guide but it's for adobe premiere and it's all so convoluted. I have also rendered every frame in png format but not sure how to upload all that to 7tv. that's where i was stuck.

webp can be both actually, static and animated
as Trippy said, you can use ezgif to convert it or what I usually use is this site here https://online-umwandeln.de/konvertieren/mp4-in-webp/ (it's in german though, so you might have to translate it)
