unable to add someone as editor

so my friend is trying to add me as their editor, and when they try to add me theyre getting the "you are not allowed to manage editors for this user" message. Any reason why is this happening or how to fix this?

well on the manage editors section they tried searching me, when they clicked my user it just gave them the message they're not allowed to manage my editors, idk why

ah, that's an issue with the website on touch screens, some elements are not clickable.
The "error" you can see for a second is because website didn't register who they are yet after a refresh
