I dont know if its just me but i am unable to see 7tv colour paint in my OBS and wondering if there is a setting i have to turn on or off to see it.

Nope, 7tv is extension for browser, if you want to show chat on stream with paints, use https://chatis.is2511.com
If you want to see chat for yourself, use https://github.com/SevenTV/chatterino7

Actually you can FeelsOkayMan
In the OBS Settings under Stream you can find a setting for Twitch Chat Add Ons. Select FrankerFaceZ there.
After that you can access the FFZ settings by clicking on the cogwheel icon below the OBS chat and then switching to the Non-Mod-Settings at the very bottom. There you can then choose the FFZ control panel and in there you can activate the 7TV Add On for FFZ and enable emotes, colors and badges
