Just wanted to get a bit of clarification because i couldn't find it on the help center.
What does the "private" flag mean for an emote?
Does it prohibit others from adding the emote?
Does it prohibit others from downloading it?
Does it just make the emote unlisted (as if it's still in moderation queue)?

but still visible at your profile
and others still can add these emotes in set
