I tested it and it didn't show up for me anymore once I disabled that setting. Basically it is not something to really worry about anyways. The setting only prevents clearing of messages on your screen. If a user does not have 7TV or this setting disabled the messages will still get cleared for them

so if someone puts personal information and I clear chat or use shield mode if they have the extension or not or the setting the chat will still be cleared for them?

So, basically it's like I expected, if a user has this setting enabled, the chat won't clear for them, regardless of what you set up

exactly. You can delete the messages separately or simply ban/timeout the user to have all his messages purged
