The problem is that I don't really know what I mean. 
but like, purely logically, if there is a private and public status (2) and there is some moderation (+1-2 emoji statuses - approved/ban), then most likely there can be others too

There are 5 "flags" for an emote:
- unlisted - default "state" for an emote, it gets to mod queue and moderator can decide whether to remove it, list it, or keep it unlisted. In that state emote can only be accessed by direct URL/link. Still can be added to channels, just won't show up in search
- listed - emote was approved by a moderator for public listing, it will appear in search
- personal use denied - when you're a subscriber you can have up to 5 emotes which you can use on every channel. This "flag" means that a moderator decided it can't be used that way
- personal use approved - same thing, mod approved it to be used in that way
- deleted - moderator or emote owner removed it from the website
