uploading APNG no longer works

uploading apngs used to work, it no longer does (infinite loading, api returns null).
im guessing it was disabled temporarily after i crashed the site with a bad apng: #general message #general message
but since troy isnt with 7tv anymore, "temporarily" probably turned into permanent (many such cases)

apng stands for animated png, and if you rename the .apng to .png it gives the same infinite loading
