new emotes aren't displayed by time of approval, but by time of upload, so emotes that were approved late won't show at the top
for example, my emote was uploaded 3 days ago and approved less than an hour ago, and is buried down in the new emotes page
This really hurts new emote discoverability.

then it's just rng when a mod approve your emote then
if you happen to be from the pile of emotes that mods got to late then no one will see the emote
can be really discouraging for emote makers
a subscribed emote artist that wants people to see their emotes would rather delete their emote and reupp it if it's not approved fast enough, cuz it'll just be buried

I get why it makes more sense to show them in the order you suggested but it's more difficult to implement so I will leave this unimplemented for now
