Describe the issue
Cant Have 2 streams open at once on different monitors using the same browser.

Where does the issue happen
Website Twitch, Youtube.

Steps to Reproduce
Open a livestream on Twitch or Youtube then open another one in another window of the same browser on the other monitor and they will both start to lag and stutter. was also affecting other sites streaming like YesNetwork.

Expected Behavior
for both streams to run smoothly? it works if i have a single stream open on each browser or if i have one minimized.

Environment
Google Chrome Version 111.0.5563.111 (Official Build) (64-bit)
OperaGX LVL 4 (core: 96.0.4693.117).
