Oftentimes, I'm pausing the chat because I want to mouseover an emote in the most recently sent message, but then the "Chat Paused" thing is on top of that message, defeating the purpose.
Seems a lot less likely you'll be wanting to type while looking at the paused chat, so I think that's a better spot for it to go, if possible
