Basically, if my name color is cyan, a certain part of a name color reactive emote that I type would be cyan. But if someone else with a red name types the emote, that part of the emote would be red. An example would be pepe in the color/paint of your username

Technically not really actionable, unless you upload new versions of every emote with defined areas to recolor according to your twitch color (like "only FFFFFF Pixels get recolored").
how about transparent versions of emotes then 7tv draws the color as a background
Only works for emotes with background. Otherwise transparent backgrounds would be colored as well. It's not impossible to do something like that but it doesn't really make sense in terms of effort benefit ratio
there would have to be a way to select what part of the emote would have the colored background when you upload it
Maybe a two part emote where the second part is pixels to be replaced and then they're layererd on top of eachother

yea could work but again, bad effort benefit ratio. 7tv would've to rework their emote system for that, people would have to create two layered emotes which would probably be used by a minority. The result is a cool idea, but I think the implementation wouldn't be really practical.
Would be easy if they allowed SVG emotes
