An additional filter for static emotes could be useful, yes.
I like the double click suggestion, can work for other filters as well

I think that would mean more effort in coding and design compared to just adding a few more options working the current way (filter on/off).
Also there would be options like "case sensitive" which couldn't be handled with a double click solution, as those can only have an on or off state. It would have to be designed in a way users could intuitively see which filters had more than an on/off option.
It's too much effort for not enough value in terms of user experience in my opinion.
Adding "exclude animated" and "exclude zero-width" is a good addition imo.
So you would rather more checkbox buttons and turning them off when one of the other is selected? Or do you suggest they switch them into radio buttons so it'd be more clear that you can only pick one?
I think my idea could be easily understood by the user. I personally like the idea of the user just clicking to discover what works and what doesn't, also, adding more buttons also means re-working how the drop-down is displayed since on smaller screens it's already near the border, so effort wise I don't think it's that crazy to just modify how the already existing emotes work.
What I think wasn't a good idea is a double click solution to cycle through possibilities. Some people don't like to discover things until they work, they just want them to work. Adding more options with checkboxes would be better than that.
But... That doesn't mean that other ideas (like the now suggested radio buttons or a horizontal slider, to add one more) wouldn't be better than more checkboxes 
I think UI should be as compact as you can, so I like your initial suggestion, and I just think it should be expanded to other categories that fits
I'd also suggest adding more stuff to the drop down filter menu, like changing how many emotes are displayed per page
a clear filters button would be useful too
