Can't add emote to channel

I am trying to add emotes to a channel but upon clicking "use emote" the channel does not show up. I have all permissions on channel I'm having issue on. Not sure if related but I have editor on 3 channels + this one that doesn't work. Only the old 3 show up, not the new one.

For some reason I had to get them to add an emote, click on the emote they added and only then was I able to see the channel when adding other emotes

A set is not automatically created for a user who logs onto the site for the first time. They must enable an emote to make a set.

Still think it needs to be explained better on the site or straight up a set is autocreated if you add editors or something.
