#UX for setting active set might need tweaking

i kind of feel like the cog that controls which emote set is active is easy to miss. its current location doesn't feel intuitive.

also if you don't have the permissions as an editor, it just doesn't appear at all. if someone's unfamiliar with this, they might spend unnecessary time looking for the cog that other people claim exists.

proposal:
move set activity to the emote set section, instead of as a cog in the section on the bottom

1 - make a flag or label that says "active" that's placed on a set which is the active one
2 - make the wrench icon be a menu that says "Settings" and "Set to Active"
3 - the "Set to Active" feature should still be there even if someone doesn't have permissions for it. when one clicks it, it can display a message "permissions missing, please request greater permissions from channel owner" or so
