Go through the featured page and also search for 'halloween' in the emote tab and get to work
It's a great feature, and it has been brought up before, but there's no way to do it automatically. Someone would either have to go through every emote and select a "halloween" version for it, or build some kind of interface to allow people to choose which halloween emote to replace it with
it's VERY non-trivial to do
you have to do this yourself, there's no way for us to know what emotes you want 
in a perfect world, everyone would create a new version of their emote with a tagged halloween version that 7TV could just make a button to go through all your emotes and switch the version.
but 1. nobody creates new versions with the new system lol
2. someone could make a new halloween version and upload a completely different emote which could be bad 
versions are not meant for completely different emotes, just for minor fixes
there are things planned for finding stuff easier, such as variants, which would be what some people use versions for now 
yea just clarifying in general!!
the featured emote set is good enough for now for most people anyways

( I a streamer. want to change all of my emotes to halloween themed i click one button and all emote change

Add all the Halloween emotes you want to a set then swap to that set every year

Yeah I get what you mean too. You want to manually set a variant for each emote.
While you can do what you want with emote sets, it is a little different way of accomplishing the same thing.
The emote set method works best when the emotes involved aren’t necessarily variants of existing emotes. (Seasonal stuff like xqcP)
IMO there is a valid place for the feature you want, as it serves its purpose fairly elegantly. However, since emote sets are able to serve the same purpose, I doubt they’d want to have 2 different ways to achieve the same goal
At least right now. Maybe with some well-engineered UI, your method could be implemented in the future. Right now there’s just a ton of other stuff that also needs to get done.
