Things like gravity, friction, weight, wind speed, material, wetness, dryness, angle, terrain, walking, running ,etc, should contribute to npc movement and ragdoll physics. For example: An npc is walking on a muddy hill and the wind speed is really high. The npc should most likely slip and fall. Another example: An npc is running on a lose gravel road. The npc should have a chance of slipping. Also, npc's when falling should try to catch themselves or cover their head. I think with the new euphoria engine, this would pair nicely. The original Red Dead Redemption had something like this and I think it would really sell the immersion of this game.
