Still cannot see to build underwater AND it's 20x harder to catch or land the fish than it should be when using a pole. It doesn't matter if you make a fish base up or down river like PC cause you still cannot land the fish. I have tried many times since New Gen and you just cannot actually catch the fish. On PC I can catch them all day long though.
