Cargo and Chinook won’t spawn

I started a rust console edition community server and ever since starting it, my Halloween event won’t work, cargo won’t spawn, chinook won’t spawn, and the only way heli spawns is with the callhelitome command, how do I fix this?

Update the Halloween event started working, however cargo and heli and chinook still will not spawn
