#Tugboat entity spawning

so i am trying to spawn in some tugboats since i want more than 3 on my server. I cannot figure out how to spawn them. I have tried: entity.spawn "tugboat" and entity.spawn "tugboat_privilege" to no avail. Any help?

Tug boats are currently limited to two per harbour, there are no additional spawn commands.
