It depends on the area you're in if the area is very highly populated people have picked all of the hemp in your area

I have good luck usually near bandit camp in the swamp

You can find a good amount of mushrooms there for food too and as a bit of general advice because I assume you're new on your way there hit all the barrels by the road and recycle all the components you got
