My server kicks every player on world save everytime

been in comunication with gportal , made a ticket on the website, posted in changed server hardware, changed server ip and have heard nothing back from d11 yet. I had a Gportal member in my server to see if they could see anything wrong. Gportal told me that D11 knows of an issue that kicks all players on world save sometimes but it only happens when my pop gets above 65.
