Is there a way to display a list of terms of conditions, or at least a link to some, during the enrollment flow?

you should be able to with a consent stage

or a prompt stage depending on what you're looking for

hm, i see how to create a consent stage and add it to the flow but i don't know how to add / customize the text

Under Prompts this is basically fields that you use in stages

You can do a static type field with the initial value set as your terms of service
