Maybe we got all but 2 rainbow string lights to complete a garden design. Or we want another cauldron. Or marble caribou. Or we started more recently after all of these seasonal events happened, and we want to join in with specific decor. This could happen with a limited time decor shop!
Just like there's an option for seed finders to find seasonal seeds, this shop can stock limited seasonal items. Maybe 1-3 at a time.

I feel like this goes against the whole 'limited edition' concept. I think the developers made it so Seed Finders can find seasonal seeds specifically for players who want to 100% their journal and otherwise couldn't.
Since decor items aren't part of the journal, I think the best way is to just have them return during their specific seasons (e.g., tombstones for Halloween, Caribous for Xmas, lanterns for Lunar New Year, etc.).
Also, keeping some items completely limited gives older players something to flex in the future. For example, if the cauldron never comes back, you can say: 'I’ve been playing since the beginning, and this proves it!'
